Social Development and Good Governance

The mission of the department of Social Development and Good Governance could be defined as follows:

 To ensure that work plans of the CoK are driven by the urge of making residents happy and healthy as one of the ultimate objectives of Kigali’s development.

It means living in a city where residents are free from the stresses of extreme poverty and vulnerability, where residents access to high quality educational opportunities, all citizens having access to good quality healthcare, both spatially dispersed to ensure that access is available to everyone. It means also a city with improving health outcomes including child mortality rates and eradicating malnutrition.

 To ensure that work plans of CoK shape a city of endearing character and local identity which create a sense of shared values and belonging, with a distinct identity of peace, unity and efficient service delivery. A city that promotes inclusive sport and cultural activities to encourage the next generation to work and play together, fostering strong community bonds.

Roles and responsibilities underpinning the above described mandate include basically to deliver on:

Lifting population out of poverty and vulnerability;

Improving access to and quality of healthcare for all citizens;

Improving access to and quality of education for all citizens;

Promoting civic education activities, including ownership by Kigali residents of safety and security;

Improving service delivery performance across public and private entities that serve residents and tourists

Empowering youth, women and people with disabilities to have a coordinated participation in development activities

Managing the recovery and rehabilitation of disaster victims and drawing strategies for disaster risk mitigation
