INVESTMENT & REVENUE GENERATION

The Investment & Revenue Generation Team has the following main responsibilities:

  • Increase CoK revenues, tax and fee collections and recovery (taxes, penalties, fees) and resources mobilization;
  • Ensure the implementation of revenue generation and collection policies, programs in compliance with applicable legal and regulatory framework;
  •  Ensure that collection of fiscal and non-fiscal revenues is carried out according to established regulations;
  • Develop revenue generation and mobilization models and strategies for the City of Kigali;

  • Advise CoK on urban economic development programs/projects feasibility;

  • Develop models to frame and analyse the City urban economies and urban development financing approaches, and proposes required policies and strategies;

  • Develop models and tools, and prepare case studies to support the design and implementation of urban economy and financing projects in the City of Kigali;

  • Monitor trends and emerging issues, design and conduct studies on urban economics performance of the City of Kigali;

  • Promote and facilitate investment in the City of Kigali;

  • Promote and facilitate businesses, feed business groups with all information required for business growth in Kigali City;

  • Feed investors all information required for investment growth within Kigali City;

  • Facilitate investors and work closely with all GoR institutions for investment facilitation and promotion;

  • Coordinate all information channelling related to business and investment opportunities and reach out to national and international investors;

  • Develop and implement capacity building programs aimed at enhancing small and medium entrepreneurs’ knowledge, skills and attitudes vis-à-vis investment and capital mobilization;

  • Enhance good partnerships and engagement framework between the City of Kigali and Private Sector Federation in the implementation of development plans in the City of Kigali;

  • Mobilize key players into cooperatives and Collective Investment Groups;

  • Coordinate all stakeholders running MSMEs growth support programs;

  • Provide entrepreneurship skills, financial literacy for cooperatives, business operators, etc.);

  • Promote Urban agriculture in the City of Kigali;

  • Develop and implement actionable strategies or plans meant to monitor the localized implementation of national policies/programs on agriculture across the City of Kigali and implement the decisions by City of Kigali Council in this regard (Animal husbandly, urban forest, agribusiness, marshland development etc.);

  • Promote tourism in the City of Kigali

  • Strengthening Rwandan cultural heritage tourism offerings and increasing awareness on the City of Kigali cultural heritage tourism destinations;

  • Work with the agency in charge of tourism in Rwanda other stakeholders to identify, conceptualize and develop tourism products and destinations in the City of Kigali;

  • Build and maintain a database of economic development indicators and all information related to business & investment information/data; and resource generation, mobilization and collection in the City of Kigali;
