The Inspection Unit

Vision & Goals

  1. Review Plans Safeguarding Life and Property in Compliance with the Kigali City Master Plan and Building Regulations.
  2. Conduct Inspections to Enforce Codes and Standards to Protect Occupants’ Rights Ensuring Safety and Quality of Life.
  3. Better Service Delivery.
  4. Proactively Engage and collaborate with Contractors, Stakeholders and Customers on the Inspections Services.

Mission/mandates of the Department

The key responsibilities of the Inspection Unit is to assure effective implementation of the City of Kigali Master Plan to achieve a long‐term, and ambitious vision for Kigali to become the Centre of Urban Excellence by 2050. Kigali Yacu – Our Kigali.

The Inspection Unit has four Sections:

  1. Building Inspections,

  2. Road & Utilities Inspections,

  3. Hygiene, Sanitation and Environment Protection,

  4. Public Transport Inspections.

C. 1. Building Inspections:

The building inspection insures compliance with laws/ regulations regarding building uses and construction in Rwanda and other standards by assuring the following:

  • Public health, safety and general welfare;

  • Environmental protection;

  • Compliance of construction with authorized plans and Building regulations;

  • Compliance with technical supervision according to building requirements.

The department has mandate to conduct:

  • Random Inspections: like for certain types of construction involving unusual hazards or requiring persistent inspection and other building categories;

  • Risk Based Inspections: based on the nature and magnitude of the anticipated risk of the building. To check the general status of the building in relation to general safety, electricity installations, fire resistance and any other factor which, according to the Building Consent Authority, might influence the general safety of the building;

  • Mandatory Inspections: Foundation and Joint site inspection before the issuance of occupation permit Freehold. Each building shall undergo at least 3 inspections: 1 before construction, 1 during construction and 1 after construction.

C. 2. Road & Utilities Inspections:

The Road & Utilities Inspections insure compliance with laws/ regulations regarding roads usage and construction in Rwanda and other standards by assuring the following:

  • Coordinate a systematic and regular updated inventory of roads and utilities status; Verify whether standards and norms are respected,

  • Monitoring maintenance activities for damaged roads and utilities

  • Preventing illegal infrastructures,

  • Compliance for advertisement activities along the roads.

C. 3. Hygiene, Sanitation and Environment Protection:

The Hygiene, Sanitation and Environment Protection Inspections insure compliance with laws/ regulations regarding Hygiene, Sanitation and Environment in Rwanda/Kigali and other standards by assuring the following:

  • Cleaning of urban and peri urban roads and roundabouts of the City of Kigali,

  • Monitor the maintainance of identified greened public spaces,

  • Removal of illegal activities from wetlands,

  • Preventing environmental pollution,

  • Compliance of the hygiene, sanitation and environmental standards.

C. 4. Public Transport Inspections:

The Public Transport Inspection insures compliance with laws/ regulations regarding building Public Transport and mobility Rwanda/Kigali and other standards by assuring the following:

  • Create a Sustainable Transport Network through mobility surveys and safe, comfortable and detailed NMT network plans.

  • Enable the integration of transport systems and routes,

  • Improve the efficiency, security and quality of the public transport network,
