Responsibilities of the Council of the City of Kigali

The Council of the City of Kigali shall be responsible for making decisions, develop strategies and issue instructions with respect to the following:

 1.      To put in place the development policy for the City of Kigali and follow up its implementation;

 2.      To give authorization in respect of the sale or donation of the private immovable property of the City of Kigali;

 3.      To approve funds to be invested in enterprises or companies in which the City of Kigali intends to have shares;

 4.      To approve the draft master plan, the local and specific plan of the City of Kigali in accordance with the relevant laws;

 5.      To approve and follow up the execution of specific plans for the development of the City of Kigali in accordance with the relevant Laws;

 6.      To approve the master plan and programme for the transportation of people and goods within the City of Kigali and follow up their execution;

 7.      To approve guidelines and regulations related to infrastructure in the City of Kigali;

 8.      To promote cooperation and partnership with other Cities;

 9.      To approve the budget of the City of Kigali;

 10.  To set charge rates levied in the City of Kigali in accordance with the Laws;

 11.  To determine sanctions to be inflicted on those who fail to comply with the regulations of the Council in accordance with the Laws;

12.  To set up the organizational structure of the City of Kigali and determine the functioning of the departments included therein and salary scale for the Staff in accordance with General Statutes for Rwanda Public Service;

 13.  To receive and solve petitions of the staff as an appellate organ;

 14.  To approve the ceiling for loans that can be taken out by the City of Kigali in accordance with legal provisions and related repayment modalities;

 15.  To approve and follow up the functioning of special Committees operating at the level of the City of Kigali;

 16.  To follow up the management of the property of the City of Kigali;

 17.  To invite each member of the Executive Committee every six (6) months to report on how he/she discharge his/her responsibilities;

 18.  To invite the Executive Secretary every three (3) months to report on how the budget is executed;

 19.  To carry out quarterly monitoring of the implementation of the Council’s resolutions.

 Composition of the Council of the City of Kigali

The Council of the City of Kigali shall be composed of thirty three (33) members including:

 1. three (3) members of the Council elected by the National Youth Council, on the basis of one member of the Council per District in the City of Kigali;

 2° the Coordinator of the National Women Council at the level of the City of Kigali;

 3° nine (9) members of the Council from each District of the City of Kigali elected in accordance with the Law relating to elections, at least thirty per cent (30%) of whom are female;

 4° the Chairperson of the Private Sector Federation in the City of Kigali;

 5° the Coordinator of the National Council of Persons with Disabilities at the level of the City of Kigali.
