Kicukiro District has emerged first after the performance contract evaluation session held on this Wednesday 3rd March at the Nyarugenge District Hall.

This ceremony has chaired by the Right Honorable Bernard Makuza, Prime Minister of the Republic of Rwanda with the presence of the Musoni James, Minister of Local Governement, Karega Vincent, Minister of Infrastructure, Nyatanyi Christine, Secretary of State in the Ministry of Local Government and Dr. Harebamungu Matthieu, Secretary of State in the Ministry of Education and leaders on the City level and District.

“The fact that the district that used to be the last in the ranking has emerged first and that the one that used to be first is now the last one should be a lesson to leaders that hard work always pay and that there should be no reluctances”, said the Prime Minister in his remarks.

Kicukiro District has emerged first with 82.3%, followed by Nyarugenge with 75.4 % and Gasabo came last with 66,6%

The Prime Minister congratulated Kicukiro District for its achievements and said that other things to be proud of should include the Kigali City Master Plan that came 100 years after the creation of the City. He added that it should just not be kept as an artwork but that should be effectively implemented.

In his remarks, the City of Kigali’s Vice Mayor in charge of Economic Affairs Mr. Nizeyimana Alphonse said that they awarded scores in accordance with the Kigali City Client Charter.

“The Client Charter is a document that shows all the rights that the population, which are our primary clients, have. It is all about what they are entitled to expect from us, especially regarding the quickness of our response to their queries,” said the Vice Mayor.

He added that the ranking has particularly focused on the plots attribution. He said that research shows that it used to take a period of 7 months but that is now taking less than 30 days.

Among other criteria that have been considered are erosion protection, VUP Umurenge.
