Kigali City Mayors Since 1994
The first post-Genocide mayor was Lieutenant Colonel Rose Kabuye, followed by Mark Kabandana, Protais Musoni and Theoneste Mutsidashyaka, respectively.
1. Rose KABUYE
She was appointed mayor of Kigali after the 1994 genocide and later served as a member of Parliament for two years, chairing the Security and Defense Committee. In charge of supplies and stores in the Rwandan army, Lieutenant Colonel Kabuye is also the chair of the Political and Judicial Commission of the Rwandan Leadership Conference, a Rwandan spinoff of the Women as Partners for Peace in Africa program. This initiative of the US Department of State brought together women from Angola, Burundi, the Democratic Republic of the Congo, Rwanda, South Africa, Uganda, Zambia, and Zimbabwe in pursuit of peace and regional stability.
Currenlty, Rose Kabuye is the Chief of Protocol.
2. Mark KABANDANA
He is now heads the Rwanda Institute of Administration and Management (RIAM).
3. Protais MUSONI
Mr Musoni was born in 1954 in the district of Muhura - province of Byumba. He graduated from Makerere University as a mechanical engineer. Minister Musoni participated in and chaired various commissions and Boards of Governors of different organisations and attended numerous seminars and workshops in both local and international fora on good governance, decentralisation and community development. He has also presented many papers in national and foreign high-level institutions on good governance and community development.
Minister Musoni has occupied different posts:
1. Minister of MINALOC.
2. Minister of State in the Ministry of Local Government, Information and Social Affairs in charge of Good Governance.
3. Top RPF Leadership.
4. Secretary General in the Ministry of Local Government and Social Affairs
5. Prefect of Kibungo and Kigali City Prefectures respectively
4. Théoneste MUTSINDASHYAKA
Mutsindashyaka, who was the fourth city mayor, is the Governor of the Eastern Province.
